had read it was over 30 full turns to get them back so someone has tried
that 30 turns by hand would feel like 1000's

From the lack of lubrication around exhaust camshaft on no 4, it looks like you need to examine the camshaft bearing surfaces and cam lobes for signs of excessive wear and scoring. Also examine the bearing surfaces on the camshaft journals and in the cylinder head. The camshaft followers may also be showing signs of wear ridges or scoring.
only the z22se has the oil gallery plug dont think the z22yh has it and i know the saab head dont have it
the only 2 ways to clear the oil restrictor are
- remove the head and clean it manually
- remove the cam and oil filter and blow down the oil feed holes for the cam
the issue with the 2nd way is you will never know if its done it and you will need to remove the oil filter to let the crap have an exit point and then you have to have a 2nd person cover the holes you not blowing down
the biggest problem is the journal thats got hot the alloy will most likely have binded and melted the alloy blocking the oil feed hole in this case i would consider the head scrap unless you could some way clear the hole and make sure the area is getting oil afterwords the journal also needs to be round and smooth
