I drive past that place every day. They used to have Vec-C forum meets there.
As you know the Vec C z22SE ecu is different to the none vec c z22se ecu and from my experiance tunnwersw say yes they can tune it but when the penny drops about the different ecu's they cant.
If you could just pair the z20net ecu to the car then thats got to be the way to go imo. You be wise to contact one of the guys who does all the tech2 stuff on the forum or facebook page as they wil,l. have specific knoll,age of the Canbus vec C specific problems and what other modules like the CIM you may need to make it a plug and play ECU swap.
Re some of your other questions that you mentioned, the blocks of the z22se and the Z20NET are both the same (bar the odd little thing) Both manifolds from the NET will actually bolt directly to your 2.2 but you'd want the NET's head.
There was a guy on here who did the same conversion a few years back but it was in an Astra so didnt have the same problems with the ECU's.
