Update How To Guides

I've installed a new "Library" add-on for the site, and will be moving all the "How To" guides into there. Each one will have a new thread for each "article":

There is a known bug with the style displayed in Chome, which will be fixed in the next release.

Currently, only Admin can create articles in the new How To section, but if you would like to create your own, please drop me a PM.

Bug with articles being displayed correctly in Chrome has been fixed.

All how to guides are now in the Resource Manager, and the Library add-on has been removed from the site.
