Wiper arms

Hi all, what is the best way to get seized wiper arms off. I have tried penatrating oil and a wiper puller but they are still stuck fast. I might purchase another set and cut the old ones off.

if they are ally ones not plastic a small amount of heat from a hot air gun can work.
if not then cut them off.
