As mark rightly says, they have a microwave motion detector (vehicle activation unit) on the top of the light unit,
which senses any motion over 2.5 mph (so it's ok Matt, even you car will be detected :lol: )
You can flash your lights all day long, and nothing will happen, but if the minimum red time has expired,
just edge forward slightly and the VA will pick it up.
That's taking for granted the lights are set to VA and not fixed time.
I spend a fair proportion of my time working with mobile traffic lights,
and you'd be surprised just how many people think that flashing their lights actually works.
The usually get a little wave from us for their trouble though 😃
