etch prime is an adhesion promoter which is sprayed on bare metal to ensure the rest of the coating will stick.
Getting it blasted first is a good idea, however you need to take a while blowing it out with compressed air to get all of the sand out. It has two layers, so the sand gets caught in between.
I did mine a while ago. Same colour as the car, finished with a high gloss clear.
