A new ECU? Hmm, interesting. I've been torturing the one on my test bed quite a bit (did some wrong wiring which put a bit too much amps through the wrong pins). ECU still working completely happy 🙂 They seem to be quite resilliant.
I would check for wireing, especially check all the grounds are correctly connected (the seperate wire on the ECU is the only ground it has!). There should be two more from the wiring loom going to the engine itself.
If the accelerator is really broken you can also try and measure the voltages (easiest with tech2 or related product). You should see one voltage going down and one going up when pressing the pedal. Could give you an indication if 1 connection is broken or more...
