All depends Gaz, to get a decent finish you will have to get it machined you will never get good results by hand, you will be able to maintain it afterwards by hand.
As for the scuff i would take it to a body shop if you are not confident with filling and wetsanding or a decent smart repair person may be able to sort it, i somtimes worry about the finish these people offer though.
By the time you have payed for all the products etc, you may as well just pay a pro detailer to do it, that is unless you are going to take it up as a hobby. Then it is a good investment to have all the kit.
