Yep, the company I work for also provides Broadband connections for businesses to get Card Authorisations, and we have to deal with BT. It's the same with Sky, in my old flat I had the phone line activated, even through we both have Mobile phones which were pay £50 a month for, as it's required by Sky, and Sky wouldn't even fit the dish in the end!
Unfortunately, the only way around this is to go with another company to deal with BT for you. Or, go with TalkTalk, as they are now putting their own equipment into the exchanges, so not using BT's PSTN network.
