Looks like a pretty good guide - the torque settings are the same for the Z22YH engine.
Also have a read of this guide (if you haven't already): https://z22se.co.uk/threads/how-2-fit-cam-chains.10042
The Kent Moore special tools are not necessarily needed and cost a fortune - there are links on both chains which are coloured to help alignment when fitting. Make sure you fit a new balance chain kit as well (KM-6077 is the pin that holds the balance chain tensioner which comes with a new kit). I recommend fitting GM genuine kits as they fit well, last longer and saves doing the job again in a year's time.
The guide you linked states 'Press tensioner rail briefly against tensioner to unlock tensioner plunger' after fitting the timing chain tensioner to activate it, but most of the guys on this forum who fit chain kits fit the newer Z20NET tensioner (which now comes in the kit) pre-activated which does make it more difficult to screw into the head but ensures correct operation.
One last thing when fitting the timing chain is to ensure that any slack in the chain is towards the rear, so that the tensioner takes the slack up and will reduce the chance of the chain jumping a tooth on the crankshaft sprocket.
Hope that helps 🙂
