Idling - 2 steps

Any of you know why do I have a 800 rpm idle when the car is stopped and around 1500 when it's moving (disengaged)?

Does it stay at 1500 constantly or die down after a while?

Have you recently cleaned the throttle control valve?

It's stable. Around 1500 when it's moving and then when its almost stopped, it drops to around 800. While it's moving, it never drops from 1500.

I plan to, but didn't do it yet. Do you think the previous owner did it and did not calibrate it?

I checked the vacuum hoses and they are all plugged and looking good. They don't seem to have leaks.
