The Z20NET tensioner provides increased force as the spring is compressed more. I believe it's mainly spring operated with oil pressure assistance whereas the older Z22SE tensioners were initially spring loaded with oil pressure override with engine running (someone will correct me if I'm wrong).
Therefore If your old tensioner appears to be working OK then the new one must either not have activated correctly or the mechanism inside has possibly become faulty, however I've not actually read or heard of any Z20NET tensioners failing.
