HarleyPete As has been mentioned a few times, the timing chain can stretch or jump a tooth when badly worn and that can cause the rough running at low rpm. Unless you know for sure that they have been done then unfortuantely it may be time to bite the bullet and have them changed. It would seem like you've changed everything else that could possibly cause it already. Sorry I can't offer any more help as I'm at a loss too.

Ferdens Car runs a bit better probably due to the new fuel regulator. No stutters or stalls but still have the rough idle and lack of power at low revs. Had 2 quotes for timing and balance chain renewal - £400+ and £600+. Don't know how they work their prices out.
HarleyPete Parts will cost you around 200-300 for the timing and balance chain kits (only use genuine for the timing chain but you can use FAI for balance chain, I used both genuine) dependant on where you get them from and it's around a six hour job to do. I had a quote for £900 for mine from a local cam specialist via a work colleague. However I had mine done via the guru of chains @[deleted]. I supplied the parts, travelled to him, had a weekend away with the wife and still cost me way less than that quote. Here is a link for a timing chain kit and balance chain kit, plus you will need the crankcase oil seal and timing chain cover gasket (although the timing chain kit does say it comes with all needed to do the job so would be worth checking) and maybe some sealant if the sump has to come off if the guide has broken up.
Ferdens Just had a quote from Vauxhall. Timing Chain £264.00 Balance Chain £217.20. £1029.20 for them to fit it, more than the car's worth. Would be cheaper getting another engine.

john493 I've got a similar problem, no power below 3000rpm. (Vectra C 2.2 direct petrol, 2008, 78k on clock) Is it possible to check the valve timing without completely stripping out the front of the engine ?
vocky the z22yh chain normally stretches and causes the timing issues, probably due to having a cam sensor unlike the z22se which does not.
