Hi mate, if you read this as I am it says to lock the internal piston in the last latch position this would mean it's un-activated to me. Although pulling the piston out would appear to be activating it but then it says to lock it which would surely make it harder to install as Carl says.

Install the camshaft timing chain tensioner.

Pull out the piston (4) from the housing
(1).

Clamp the piston at the square into
a vice.

Turn clockwise to lock the internal
piston (6) in the last latch position
