I also have a Vectra C 2.2 Elite which has just developed a similar fault. It has the original engine with 54K miles. It starts, ticks over OK and there are no misfires. But drives off OK but when I try to accelerate there is no pulling power. When I try going up a hill putting extra load on the engine, the power seems to come and go in surges.
18 months ago I had bad misfiring which resulted in having the coil pack replaced. The fault also caused the EML to come on which was read to be the camshaft positioning sensor to be out of spec. A week after the new coil pack was fitted the EML came on again which was read to be the same thing. Except this engine doesn't have a camshaft positioning sensor, the function being built into the coil pack system. This wasn't a GM coil pack but as the car has been working OK since then I have simply ignored it. The light still comes on today.
I do not get the impression that my new fault has anything to do with the ignition system, but the power coming in surges makes me think of the fuel pump. I have booked the car into my local GM dealer but they can't look at it for a week. It would be nice if someone might have a potential clue before it goes in as to what is causing the problem.
