Nope, no special tools required 🙂
The biggest issue is getting the bottom pulley off !
I believe you can get the bolt undone using some kind of holder, but there are other ways !
You can you the old breaker bar on it and spin the the engine on the starter.... though be be quick turning it back off again, in fact i would disconnect the coil so it couldnt actually start.
Breaker bar and extension, put the car in 4th/5th and get a mate to stamp on the brakes for you.
Or battery impact wrench.
Once its undone its a piece of cake, lever old seal out with a screw driver, and i pushed my new one back in by hand.
