It's bollox. There was something similar a few years back, and TBH, I'd not pay much attention to it.
Given it's taken years just to get after market HIDs on the MOT test, I doubt very much anything like this would ever come into effect, as the amount of money the fat twats in government would loose from tax on the industry just wouldn't be worth it.
