Ideally you need both.
the LOW torque values are required for camchain charge work, cam bearing caps, camcover, inlet manifold, throttle body spark plugs etc
the MEDIUM torque values for most other regular maintenance operations
If you are really SERIOUS you would have 3 wrenches with minimum overlap on the torque ranges
