port throttling and traffic shaping have been around years since the start of UBC and CBC based on charging
i.e bt wholesale directly charge the ISP for bandwidth use and downloads with an addional monthly charge for the connection
as far as i am aware all entanet wholesalers were moved to the IPSC, equivalent to bt ipstream but on the 21cn product early last yr
i was the first trialist in birmingham to use entanet 21cn WBC product
