could this be the problem

hi all have been having a starting problem for a while now it was intermitant but doesnt start at all with the starter now
have used two starter motors no change but i have noticed that if you try turning it over while running the starter still tries to engage the flywheel so i was thinking could the ring gear on the fly wheel be loose as on checking the teeth while starter was off they looked ok
could the ring gear be slipping round the flywheel and not turning it to start ?

I have heard of this happening. I know this is a daft question but what sort of noise is it making when you try to start it?

just as though the starter is turning but not turning the engine
when it was starting with the starter it would sometimes spin then after a bit the engine would turn over
just as if the ring gear was spinning then snag on the fly to spin the engine

right i have an update checked the flywheel today and the ring gear is indeed loose and spinning freely on flywheel
